Introducing Taxis in the Provision of Subsidized Transport in Rural Areas (How to Minimize Social Exclusion in Times of Economic Hardship)

In March 2011, the Institute for the City on the Move (IVM) organized a workshop on Taxis and Hire Cars with Driver in small towns and rural areas. This workshop brought together fifteen experts from Ireland, the United Kingdom (UK), the Netherlands, Sweden, Norway, Denmark, and France. The workshop brought about three main findings: (i) the issues generally discussed about taxicab regulations are irrelevant in rural contexts, (ii) subsidized transport services constitute the major part of rural taxis‘ turnover and (iii) insuring competition in the tendering process for these services is a very complex task that needs to be researched. Following this seminar research missions were conducted in France, the Netherlands, Denmark and Sweden with funding from the IVM and Veolia. The purpose of this research was to understand how the different agencies that finance demand responsive transportation services put them to tender, and how taxis can compete to enter these markets.
