TOWARDS A NEW STATES' POLICY ON URBAN MASS TRANSIT

THE STUDY INCLUDED, FIRST, A SURVEY OF THE FUNCTION AND ROLE IN THIS FIELD OF THE TWELVE STATE'S DEPARTMENTS OF TRANSPORTATION THAT WERE CREATED IN THE LAST FEW YEARS. SECOND, THE STUDY INCLUDED A SURVEY OF THE PROGRAMS AND PROBLEMS THAT CHARACTERIZED THE ACTIVITIES OF THE OTHER THIRTY EIGHT STATES OF THE UNION. IN ADDITION, A SERIES OF INTERVIEWS WITH STATE, REGIONAL AND LOCAL OFFICIALS WITH DIRECT RESPONSIBILITY IN URBAN MASS TRANSIT IN SIX STATES WAS INSTRUMENTAL IN ASCERTAINING RESPONSIBLE VIEWS ON THIS ISSUE. THE EMPHASIS WAS PLACED ON THE PROBLEMS AND PROSPECTS OF FINANCING URBAN MASS TRANSIT, ON THE NEEDS FOR INSTITUTIONAL AND LEGISLATIVE IMPROVEMENTS, AND ON THE REQUIREMENTS FOR RESEARCH AND PLANNING IN THIS FIELD. THE ROLE THAT THE STATES MAY PLAY IN THESE ASPECTS OF THE OVERALL PROBLEM WAS EXAMINED WITHIN A FRAMEWORK OF CONDITIONS THAT SHOULD BE MET IN STATE'S INVOLVEMENT. THE STUDY CONCLUDES WITH A SET OF RECOMMENDATIONS THAT SUGGEST THAT (A) THE STATES MUST INVOLVE THEMSELVES MUCH MORE THAN CURRENTLY IS THE PRACTICE; (B) THE STATES SHOULD ASSIST THE REGIONS TO ESTABLISH PERMANENT LOCAL GROWING FINANCIAL RESOURCES FOR THE SYSTEM; (C) THE STATES SHOULD DIVIDE THE AREA OF THE STATE INTO TRANSIT DISTRICTS WITHIN WHICH SYSTEMS OF DESIRABLE STANDARDS, LOCALLY CONTROLLED AND SUPPORTED BY STRONG LOCAL BASE, PROVIDE SERVICE FOR THE ENTIRE REGION AND ALL POPULATION GROUPS; AND (D) THAT THE STATES SHOULD PROVIDE PLANNING AND RESEARCH ASSISTANCE TO ALL SMALL CITIES AND LOCALITIES THROUGHOUT THE STATE. /AUTHOR/
