DEFINING BALANCED TRANSPORTATION-A QUESTION OF OPPORTUNITY

IT IS RECOMMENDED THAT USER-ORIENTED TRANSPORTATION STANDARDS BE DEVELOPED AND APPLIED IN URBAN AREAS. SUCH STANDARDS, EXPRESSED IN TERMS OF ACCESS TO URBAN OPPORTUNITIES, CAN SERVE TO IDENTIFY DESIRABLE MIXES OF TRANSPORTATION MODES AND HELP IDENTIFY POTENTIAL TRADE-OFFS BETWEEN LAND DEVELOPMENT AND THE PROVISION TRANSPORTATION FACILITIES. A MATHEMATICAL DESCRIPTION OF BALANCED TRANSPORTATION, INCORPORATING THE PROPOSED OPPORTUNITY ANALYSIS, HAS BEEN DESCRIBED AND ILLUSTRATED USING DATA FROM THE WASHINGTON, D. C. AREA. /AUTHOR/
