THE GROWING PROBLEM OF URBANIZATION AND ITS EFFECTS ON EXISTING HIGHWAY SYSTEMS AND THE ENVIRONMENT ARE CONSIDERED. POPULATION REDISTRIBUTION IN NORTH CAROLINA IS EXAMINED AND AN ARGUMENT FOR RURAL DEVELOPMENT IS OFFERED.
