The Limit of Disabled Parking Identification Card System at a Large-scale Retail Store and Making a New Design Concept of Disabled Parking

大型商業施設を対象にしたパーキングパーミット制度の限界と身障者用駐車施設の新しい設計コンセプト

Disabled parking identification card system is a useful method to prevent illegal parking on such spaces designated exclusively for disabled persons. However, the number of severely disabled persons leaving their vehicles at disabled parking is declining while that of expectant and nursing mothers, i.e. persons having some difficulty in walking and suffering from another physical restriction is increasing. That is why a lot of claims have been filed with Saga Prefecture. Meanwhile an action plan expanding disabled parking for an additional lot has been initiated since January 20th 2010. In this present study, the effectiveness of this action plan and its issue are discussed based on investigating the actual condition carried out at a large-scale retail store. Finally a new design concept of disabled parking is proposed.本研究は、佐賀県でのパーキングパーミットプラスワン運動実施後2年3ヶ月および2年4ヶ月経過した時点での身障者用駐車施設の利用実態を明らかにするとともに、パーキングパーミット制度のように重度の障がい者と軽度の障がい者が同じ空間を共有する方法では、多少スペースを増やしても（プラスワン運動の名前が示すように店側の負担を考慮すると1，2スペースが上限と考えられる）、重度の障害者の駐車環境の改善には繋がらないことを佐賀市の大型商業施設（イオンショッピングタウン大和）の調査結果に基づいて検証する。さらに、これまでの調査で得られた成果に基づいて、障がい者間の軋轢を無くし、健常者の不正駐車の防止にも現行のものより有効な身障者用駐車施設整備の考え方を提案する。
