THE IMPACT OF THE MOTORCAR ON URBAN EVOLUTION

THE MOTOR CAR HAS BECOME THE NUMBER ONE WORLD PROBLEM CONFRONTING URBAN AND METROPOLITAN AUTHORITIES. IT HAS CREATED A NEW WAY OF CITY LIFE. CONGESTION OF CITY CENTERS AND MAIN HIGHWAYS IS NOW CHRONIC. TRAFFIC HOLDUPS ARE REGULAR OCCURRENCES AND SCLEROSIS OF TRAFFIC ARTERIES APPROACHES THE POINT OF TOTAL OCCLUSION. THE ACCIDENT RATE CONTINUES TO SOAR. FREEWAYS AND PUBLIC TRANSPORT ARE DISCUSSED AS POSSIBLE SOLUTIONS. IT IS CONCLUDED THAT PROBABLY NO SINGLE COURSE OF ACTION WILL PROVIDE THE TOTAL ANSWER TO ALL URBAN TRAFFIC PROBLEMS, NOR OF THE MANY OTHER PROBLEMS CONNECTED WITH METROPOLITAN GROWTH. FINITE SOLUTIONS ARE RARELY AVAILABLE FOR PROBLEMS WHICH ARISE AT ANY PARTICULAR STAGE OF A DYNAMIC PROCESS OF PROFOUND COMPLEXITY. SINCE MAN IS NEVER WHOLLY IN CONTROL OF HIS ENVIRONMENT, DEVELOPMENT CAN ONLY BE ENCOURAGED TO PROVIDE THE OPTIMUM PHYSICAL, CULTURAL, AND SPIRITUAL ENVIRONMENT FOR ALL PEOPLE.
