WILL AIR POLLUTION REGULATIONS CHANGE COMMUTING PATTERNS?

UNDER AUTHORITY OF THE 1970 AMENDMENTS TO THE CLEAN AIR ACT, THE FEDERAL ENVIRONMENTAL PROTECTION AGENCY HAS SET NATIONAL AMBIENT AIR QUALITY STANDARDS ON SIX MAJOR POLLUTANTS. EMISSIONS OF CARBON OF CARBON MONOXIDES AND HYDROCARBONS FROM 1975 CARS WILL BE REDUCED 90 PERCENT FROM AMOUNTS PERMITTED ON 1970 MODELS, AND EMISSIONS OF NITROGEN OXIDES FROM 1976 CARS WILL BE REDUCED FROM AVERAGE EMISSIONS MEASURED ON 1971 MODELS. SOME STATES AND THEIR MUNICIPALITIES MAY HAVE TO DEVELOP INNOVATIVE STRATEGIES, SUCH AS SYNCHRONIZING TRAFFIC SIGNALS, ALTERING TRAFFIC PATTERNS, OR OPENING AND CLOSING STREETS DURING THE DAY TO CONTROL POLLUTION FROM MOTOR VEHICLES. ENGINEERS CAN HELP STATES MAKE WISE DECISIONS BY QUANTIFYING THE IMPACT OF SPECIFIC MODES AND PATTERNS, BY SPECIFYING THE BENEFITS AND COSTS OF SPECIFIC ACTIONS. /AUTHOR/
