Determining the Urban City-Traffic Situation Using ITS Spots - Initiatives at Kashiwa City, Chiba Prefecture

Kashiwa City is located about 30 km north-east of Tokyo in Chiba Prefecture. There is a key junction for traffic where a main road radiating from the center of Tokyo and an orbital main road intersect in the city center, causing chronic traffic congestion. There are many commercial facilities located in the city center area, so on weekends and public holidays traffic congestion is generated by vehicles waiting to enter the car parks of the commercial facilities. This paper introduces initiatives to determine the traffic situation within the city using probe data collected by high speed high volume communication between ITS spots installed on the roads and car navigation systems compatible with ITS spots.
