URBAN GOALS AND PRIORITIES: THE INCREASING ROLE OF TRANSPORTATION PLANNING

SECTION 134 OF THE FEDERAL HIGHWAY ACT OF 1962 REQUIRES THAT "...THE SECRETARY SHALL NOT APPROVE... ANY PROGRAM FOR PROJECTS IN ANY URBAN AREA OF MORE THAN 50,000 POPULATION UNLESS HE FINDS THAT SUCH PROJECTS ARE BASED ON A CONTINUING, COMPREHENSIVE TRANSPORTATION PLANNING PROCESS CARRIED ON COOPERATIVELY BY STATES AND LOCAL COMMUNITIES." IN MAY 1969 THE U.S. BUREAU OF THE BUDGET (NOW OFFICE OF MANAGEMENT AND BUDGET) REQUESTED THE ASSISTANT SECRETARY FOR ENVIRONMENT AND URBAN SYSTEMS IN THE U.S. DOT TO UNDERTAKE AN EVALUATION OF URBAN TRANSPORTATION PLANNING UNDER SECTION 134. QUESTIONNAIRES WERE SENT TO MAYORS, COUNCILS OF GOVERNMENT, STATE HIGHWAY DEPARTMENTS, AND URBAN TRANSPORTATION PLANNING AGENCIES. MAJOR CONCLUSIONS FROM THE STUDY ARE THE FOLLOWING: (1) SECTION 134 HAD WORKED WELL IN STIMULATING JOINT STATE AND LOCAL PLANNING FOR LAND USE AND TRANSPORTATION. (2) IT HAS PROVIDED OVER 60% OF ALL FEDERAL FUNDS SPENT FOR TRANSPORTATION AND LAND USE PLANNING AT THE STATE AND LOCAL LEVELS. (3) WHILE THE PLANNING PROCESS HAD LED TO CREATION OF AN ELABORATE ORGANIZATIONAL STRUCTURE, THE PRACTICE OR CONDUCT OF PLANNING WAS LARGELY IN RESPONSE TO THE INTERESTS OF HIGHWAY TECHNICIANS: ELECTED OFFICIALS AND PRIVATE CITIZENS HAD HAD LITTLE SIGNIFICANT IMPACT. (4) THE PROCESS ESTABLISHED AS A RESULT OF THE REQUIREMENTS OF SECTION 134 WAS GEARED FROM THE START TO DEAL WITH CONVENTIONAL HIGHWAY PLANNING. FROM THESE FINDINGS FIVE CONCLUSIONS ARE DRAWN AND TEN PROPOSALS ARE ADVANCED. THE QUESTIONNAIRE USED IN THE STUDY IS APPENDED.
