JURISDICTION, STANDING, CIVIL RIGHTS, PROTECTION OF GROUPS, EXTENT OF REVIEW ALLOWED, THE RIGHT TO KNOW THE BASIS OF THE DECISION ARE CONSIDERED IN LIGHT OF RECENT JUDGEMENTS. IT IS CONCLUDED THAT COURTS, WHETHER OR NOT THEY THINK A HIGHWAY PROJECT WISE, WILL NOT STOP IT UNLESS IT IS ARBITRARY OR IT WAS TAKEN WITHOUT DUE PROCESS.
