ITS All About Implementation

This paper will deal with the implementation of ITS in Norway – seen from a ministerial point of view. Deployment and implementation of ITS is neither self-executing, nor is it a quick-fix or easily done. The paper demonstrates that in order to succeed in implementing ITS, it is necessary for the government to have clear political objectives, a long term approach, a strong focus on skills and R&D and to promote international cooperation. It is also argued that the ministerial level should follow a hands-off approach when it comes to specific technical solutions and specifications to be implemented.
