A REPORT TO...THE SECRETARY OF TRANSPORTATION BY THE CITIZENS' ADVISORY COMMITTEE ON TRANSPORTATION QUALITY

IT IS RECOMMENDED THAT A NATIONAL PUBLIC TRANSPORTATION PROGRAM BE UNDERTAKEN COMPARABLE IN SCOPE AND FUNDING TO THE FEDERAL HIGHWAY PROGRAM. TRANSPORTATION IS REGARDED AS A FACET OF LAND USE AND COMMUNITY VALUE SCHEMES. IN ORDER FOR TRANSPORTATION TO BE PLANNED RATIONALLY, CERTAIN PRECONDITIONS MUST EXIST. IN THE PLANNING AND EXECUTION STAGES CITIZEN INVOLVEMENT IS NECESSARY, BUT BEYOND THIS THE DEPARTMENT OF TRANSPORTATION (DOT) AND LESSER TRANSPORTATION AGENCIES SHOULD ESTABLISH ORGANIZATIONS TO DETERMINE USER VALUES AND PREFERENCES AND TO REPRESENT USERS IN THE DESIGN OF TRANSPORTATION SYSTEMS AND NETWORKS. URBAN CONGESTION IS NOW OF CRISIS PROPORTIONS AND MUST BE ATTACKED AT EVERY POLITICAL LEVEL BEFORE FURTHER COMMITMENTS TO TRANSPORTATION SYSTEMS ARE MADE. THE TRANSPORTATION IMPLICATIONS OF THE NATIONAL LAND-USE POLICY BILL NOW BEFORE CONGRESS SHOULD BE THOROUGHLY INVESTIGATED. THE POOR SERVICE AT TRANSPORTATION INTERFACES IS A MAJOR DETERRENT TO USE OF PUBLIC FACILITIES AND SHOULD BE OVERCOME; IT IS RECOMMENDED THAT DOT MOVE TOWARD ELIMINATION OF RESTRICTIONS ON PRIVATE ENTERPRISE THAT FORBID ONE TRANSPORTATION SYSTEM TO OPERATE, MANAGE, OR CONTROL ANOTHER MODE. AS THE INTERSTATE HIGHWAY SYSTEM IS NOW ALMOST COMPLETE, CONTINUATION OF THE HIGHWAY TRANSPORTATION TRUST FUND CAN LEAD ONLY TO GREATER EMPHASIS ON PRIVATE TRANSPORTATION THROUGH CONSTRUCTION OF MORE SUBURBAN ROADS, FEEDER STREETS, ETC., WHICH IS THE REVERSE OF THE DIRECTION THAT TRANSPORTATION PLANNING AND CONSTRUCTION SHOULD NOW TAKE. IT IS RECOMMENDED THAT THE FUND BE ABOLISHED AND A TRANSPORTATION TRUST FUND BE ESTABLISHED IN ITS PLACE. ALL REGULATORY BODIES SHOULD BE COMBINED. AN IDEAL TRANSPORTATION SYSTEM IS DESCRIBED THAT IS PART OF THE MASTER GROWTH PLAN OF AN URBAN AREA. CONSEQUENCES OF NOT MAKING A NATIONAL COMMITMENT TO MASS TRANSIT ARE LISTED.
