HRB ANNUAL REPORT FOR FISCAL YEAR 1970

FOLLOWING SEVERAL YEARS OF INTENSIVE PLANNING, THE REORGANIZATION OF THE BOARDS COMMITTEE STRUCTURE WAS COMPLETED ON FEBRUARY 1, REFLECTING THE NEW PURPOSE AND SCOPE APPROVED A YEAR AGO. THE REORGANIZATION PERMITS THE ACCOMPLISHMENT OF THE TIMELY PURPOSE AND SCOPE ADOPTED AND APPROVED LAST YEAR TO ADVANCE KNOWLEDGE CONCERNING THE NATURE AND PERFORMANCE TO TRANSPORTATION SYSTEMS, THROUGH THE STIMULATION OF RESEARCH AND DISSEMINATION OF INFORMATION DERIVED THEREFROM. THE BOARD WILL GIVE ATTENTION TO ALL FACTORS PERTINENT TO TNE UNDERSTANDING, DEVISING AND FUNCTIONING OF HIGHWAY AND URBAN TRANSPORTATION SYSTEMS AND THEIR RELATIONSHIP WITH OTHER ASPECTS OF TOTAL TRANSPORTATION. IT WILL CONCERN ITSELF WITH THE PLANNING, DESIGN, CONSTRUCTION, OPERATION, MAINTENANCE AND SAFETY OF FACILITIES AND THEIR COMPONENTS; THE ECONOMICS, FINANCING AND ADMINISTRATION OF THE SYSTEMS AND THEIR INTERACTIONS WITH THE PHYSICAL, ECONOMIC, LEGAL AND SOCIAL ENVIRONMENT THEY ARE DESIGNED TO SERVE. A BRIEF REVIEW IS PRESENTED OF THE SCOPE OF EACH DEPARTMENT.
