Strategic Plan for Disaster Information Services based on VICS

This paper is an overview of the “Strategic Plan for Realization of Disaster Information Services based on VICS,” prepared by the Vehicle Information and Communication System (VICS) Center in cooperation with the University of Tokyo based on the lessons learned from the Great East Japan Earthquake. The Strategic Plan includes strategies up through approximately the year 2030 aiming at realizing information services that will make full use of information and communications technologies in coping with disasters. The Strategic Plan comprises: Lessons learned from the Great East Japan Earthquake; Vision for the VICS Disaster Information Service; Services to be achieved; Technical and institutional issues; and Roadmap. It is hoped that preparing and releasing this Plan will serve as an opportunity to bring about agreement and efforts on the part of a wide range of relevant public and private sector institutions, making it possible to minimize the damage from future anticipated major disasters, torrential rainstorms, etc.
