A game of numbers

An automated system has been developed that can detect the number of passengers in a vehicle, which can be used to identify non-qualifying vehicles in High-Occupancy Vehicle (HOV) and High-Occupancy Toll (HOT) lanes. Previously, identification was done visually by police, who would then stop offenders. Enforcement was irregular, and many drivers would take the risk of detection to use HOV/HOT lanes when they did not qualify. The Vehicle Passenger Detection System (VPDS) will count passengers automatically with an accuracy rate higher than 95%. VPDS uses a camera that captures an image, which is then analyzed with video analytics and geometric algorithms to determine the number of occupants in the vehicle. There are several pilot schemes underway.
