TRANSIT SERVICES TO LINK CENTRAL OMAHA WITH THE SOUTHWEST INDUSTRIAL AREA

THE ANALYSIS PROPOSES A SOLUTION TO SOME OF THE TRANSPORTATION PROBLEMS OF CORE AREA JOB SEEKERS WITH THREE NEW BUS ROUTES OPENING UP SERVICE TO 10,000 JOBS, WITH EASY ACCESS TO HEALTH AND WELFARE SERVICES AND SHOPPING OPPORTUNITIES AT TWO MAJOR SUBURBAN CENTERS. IN ALL, 19 TRIPS PER DAY ARE PROPOSED, PROVIDING PEAK HOUR SERVICE FROM OMAHA'S NEAR NORTH SIDE TO THE SOUTHWEST INDUSTRIAL AREA. ECONOMIC USE IS MADE OF THESE COACHES BY DESIGNING THE REVERSE TRIP SO THAT SUBURBAN COMMUTERS WILL HAVE EXPRESS SERVICE TO DOWNTOWN OMAHA. IT IS EXPECTED THAT THE TOTAL ANNUAL COST OF THIS SERVICE WILL APPROXIMATE $72,750, OR $280 PER DAY. ON THE AVERAGE, 23 PASSENGERS PER TRIP WOULD PROVIDE A "BREAK EVEN" OPERATION. THE FOLLOWING RECOMMENDATIONS ARE MADE ON THE BASIS OF THE TRANSPORTATION NEEDS DEMONSTRATED BY THE ANALYSIS: (A) THAT SERVICE BE INAUGURATED ON AN EXPERIMENTAL BASIS WITH FUNDING BY THE U. S. DEPT. OF TRANSPORTATION; (B) THAT THE OMAHA TRANSIT COMPANY BE REIMBURSED FOR LOSSES SUSTAINED IN THE OPERATION OF THE SERVICE, WITH ALL FARES COLLECTED BEING CREDITED AGAINST THE DAILY OPERATING EXPENSE; IF THE EXPERIMENTAL ROUTES ACHIEVE THE "BREAK EVEN" POINT OR SHOW PROFITS, COST REIMBURSEMENT WOULD BE DISCONTINUED DURING THE "BREAK EVEN" PERIOD; (C) THAT THE EXPERIMENTAL ROUTES SHOULD BE CONTINUED FOR A TOTAL PERIOD OF TWO YEARS TO PERMIT ADEQUATE MARKET DEVELOPMENT; (D) A MONITORING COMMITTEE COMPRISED OF OMAHA TRANSIT COMPANY, CITY REPRESENTATIVES AND SPOKESMEN FOR THE NORTH SIDE COMMUNITIES SHOULD CONDUCT PERIODIC REVIEW OF SERVICES TO IMPROVE, ADD, DELETE OR OTHERWISE CHANGE ROUTINGS WHERE EXPERIENCE DEMONSTRATES THAT CHANGES WOULD BE PROFITABLE TO THE OVERALL OJBECTIVES OF THE SERVICE. /UMTA/
