Optimal Design of EV Charging System and EV Charging Scheduling

In this paper, the authors propose the two methods of cost reduction for electric-vehicle (EV) charging facilities targeted as business use. As the first step, the authors reduce the initial cost of EV chargers by an optimal design method. In the optimal design method, the initial cost of EV chargers is optimized by allocating chargers to EVs by Genetic Algorithm (GA). In the second step, the authors reduce the electricity costs of EV charging by an optimal scheduling method. In the optimal scheduling method, the start time of EV charging is shifted to low-cost time in the charging facility condition calculated by the optimal design method, using Tabu-search. And stationary batteries are utilized to avoid the exceedance of power receive contract which causes penalty charges. The stationary batteries are also utilized to shift more EV charging to low-cost time. And the authors carried out the simulation of EV charging in order to evaluate the effect of cost reduction by proposed approaches.
