MASS TRANSPORTATION DEMONSTRATION PROJECTS ILL-MTD-3,4 (FINAL REPORT)

TWO DEMONSTRATION PROJECTS UNDERTAKEN IN DECATUR AND PEORIA, ILLINOIS, TO TEST PASSENGER ACCEPTANCE AND OPERATIONAL FEASIBILITY OF A SPECIAL DEMAND-RESPONSIVE BUS SERVICE ARE DESCRIBED. A COMPREHENSIVE SURVEY OF RIDERSHIP PROFILES, TRIP GENERATION, AND MODAL SPLIT WAS CONDUCTED IN THE TWO TEST CITIES. SURVEY DATA WAS COLLECTED FROM BOTH ON-BOARD AND HOUSEHOLD SOURCES AND CORRELATED BY COMPUTER TO YIELD OPTIMUM-DEMAND ROUTES. IT WAS ASSUMED THAT EXISTING, FIXED BUS ROUTES TENDED TO PRECLUDE RIDERSHIP WHERE THE ROUTES INCONVENIENCED PASSENGERS AND THAT DEMAND-RESPONSIVE, PEAK-HOUR OPERATIONS COULD ATTRACT PRESENT AUTOMOBILE USERS IF DOOR-TO-DOOR SERVICE WAS AVAILABLE. UNDER THE PROJECT, RIDERS CONTRACTED ON A MONTHLY BASIS FOR POINT-TO-POINT "PREMIUM SERVICE". COMPUTERS WERE EMPLOYED TO CONSTRUCT AN OPTIMUM ROUTING AND SCHEDULING OF BUSES; THE SYSTEM THUS IN OPERATION WAS DYNAMIC, IN THAT ADDITIONAL DEMANDS WERE IMMEDIATELY FITTED INTO THE OPERATION. THE SPECIAL SERVICE WAS ALSO OPERATED IN CONJUNCTION WITH EXISTING FIXED-ROUTE BUSES, AND WAS NOT A SUBSTITUTE SYSTEM. THE USE OF ZONE FARES IN AUTOMATIC AND SEMI-AUTOMATIC COLLECTION EQUIPMENT WAS TESTED AS A MEANS OF REDUCING COSTS FOR SHORT-HAUL CUSTOMERS. AN OFF-PEAK HOURS EXPERIMENT WAS ATTEMPTED IN WHICH THE PREMIUM SERVICE WAS MADE AVAILABLE TO SHOPPERS AT REDUCED RATES. ALSO INCLUDED ARE SECTIONS WHICH COVER: (1) A COMPARISON BETWEEN PREMIUM AND REGULAR SYSTEM PASSENGERS; (2) EQUIPMENT USES AND BUS RENOVATIONS; (3) OVERALL POTENTIALS IN THE TWO CITIES FOR OFF-PEAK MARKETS; AND (4) ADVERTISING AND PROMOTION OF THE SERVICE. /UMTA/
