Efforts for Disaster Prevention ITS in Snowy Cold Regions

Aomori Prefecture is located in one of Japan’s major heavy-snow belts . And it faces many issues inherent in a cold snowy region, such as transport disturbance caused by snowstorm and low visibility due to snowfall, snow removal for pedestrian safety and public transport security , and improvement of winter road access to the Tohoku Shinkansen. In order to solve these problems, some systems for preventing snow disaster were developed by using ITS for winter service. This paper presents the ITS - based efforts for developing the systems of “Aomori Road Information,” “Snow-Plow Operation Management,” and “Aomori Disaster Information.” These are the examples of innovation achieved through cooperation between the government and private sectors. They are noticeable in that the framework of each system is responded to local residents’ needs and in that a nonprofit organization has an important role in each system’s developing and operation.
