TRANSIT EXPRESSWAY - SOUTH PARK ALLEGHENY COUNTY: VEHICLE DEVELOPMENT AND ECONOMIC COMPARISON

THIS IS A COMPREHENSIVE REPORT OF THE TRANSIT EXPRESSWAY SYSTEM DESIGN EVOLUTION THAT HAS OCCURRED IN THE COURSE OF ENGINEERING THE SOUTH PARK DEMONSTRATION PROJECT. THE REPORT WAS SUBMITTED TO SUBSTANTIATE THE FACT THAT THE SYSTEM WHICH RESULTED FROM PHASE I ENGINEERING OF THE PROJECT IS AN OPTIMUM SOLUTION TO THE MEDIUM DENSITY URBAN RAPID TRANSIT PROBLEM. THE AUTHOR PROPOSES CHANGES FROM A 20 SEAT VEHICLE TO A 32 SEAT VEHICLE FOR DESIRED SAFETY, COST, AND EFFICIENCY, BUT THE CHANGES DO NOT ALTER THE BASIC CONCEPT OF THE SYSTEM. THE REPORT INCLUDES A CAPITAL AND OPERATING COST STUDY OF THE SYSTEM AS IT WOULD BE APPLIED IN PITTSBURGH TO SATISFY THE PITTSBURGH AREA TRANSPORTATION STUDY (PATS) RAPID TRANSIT PLAN. THE AUTHOR REQUIRED TO BUILD THE SYSTEMS WILL NOT EXCEED $129,000,000 FOR THE 32 SEAT VEHICLE SYSTEM AND $135,000,000 FOR THE 20 SEAT VEHICLE. THE SAFETY AND SYSTEM PERFORMANCE RATIONALE OF THE VEHICLE CHANGES IS COVERED IN CONSIDERABLE DETAIL. THE RESULTS OF AN ECONOMIC STUDY OF THE HYPOTHETICAL TRANSIT SYSTEM, 10 MILES LONG OVER A PERIOD OF 20 YEARS OF OPERATION, IS INCLUDED. THE EVALUATION OF THE RAPID TRANSIT SYSTEM OUTLINED BY PATS FOR PITTSBURGH IS DISCUSSED. THE REPORT SHOWS THAT THE SYSTEM USING THE 32 SEAT VEHICLE IS A FREQUENT-SERVICE RAPID TRANSIT SYSTEM WHICH WILL PROVIDE TRANSPORTATION SERVICE IN MEDIUM DENSITY AREAS, AND THAT THE SYSTEM WILL PROVIDE SUCH SERVICE AT LOWER COST THAN THE 20 SEAT VEHICLE SYSTEM. THIS REPORT DISPLAYS THE OVERALL SYSTEM RESULTS OF PROPOSED VEHICLE CHANGES, PARTICULARLY IN THE AREA OF ECONOMICS; THE OPERATING COSTS AS WELL AS THE CAPITAL COST ARE CALCULATED AND EVALUATED. /UMTA/
