SKYLOUNGE AIR FREIGHT STUDY

THIS REPORT PRESENTS A FUNCTIONAL ANALYSIS AND DESCRIPTION OF THE PROPOSED METROPORT AIR CARGO FACILITY. THE STUDY OF CARGO PROCESSING PROCEDURES AS THEY WOULD APPLY TO THE USE OF THE SKYLOUNGE IN AIR CARGO OPERATIONS WAS DIVIDED INTO TWO PARTS: (1) A DEFINITION OF THE STRUCTURE, FUNCTION AND OPERATIONAL PROCEDURES OF THE AIR CARGO FACILITY AT THE METROPORT; AND (2) A REVIEW OF OPERATIONAL PROCEDURES AND THE ECONOMICS OF CONVENTIONAL CARGO PROCESSING FACILITIES, AS THEY MAY AFFECT THE DESIGN AND USE OF THE CARGO POD/TRANSPORTER UNIT. THE SKYLOUNGE/CARGO SYSTEM INCLUDES A COMPLEX OF REMOTE ASSEMBLY AND DISTRIBUTION CENTERS, WHERE SHIPMENTS COULD BE PROCESSED FOR SHIPPERS AND CONSIGNEES LOCATED IN THE IMMEDIATE AREA. CONTAINERIZED CARGO WOULD BE MOVED BY SURFACE TRANSPORT MODES BETWEEN THE ASSEMBLY CENTER AND THE NEAREST HELIPORT, AND THEN WOULD BE LIFTED BY SKYLOUNGE/CARGO TO THE APPROPRIATE AIRPORT (OR DESTINATION HELIPORT, FOR SHORT-HAUL SHIPMENTS). SPECIFICATIONS OF REQUIREMENTS FOR ASSEMBLY CENTERS SHOULD INCLUDE SUFFICIENT EXPANSION POTENTIAL TO PERMIT FUTURE INCORPORATION OF A HELIPORT PAD, AS THE VOLUME OF PROCESSED CARGO INCREASES SUFFICIENTLY TO WARRANT DIRECT AIR SERVICE. THE AUTHORS RECOMMENDED THAT THE OPERATOR OF THE METROPORT AIR CARGO FACILITY BE ENCOURAGED TO ESTABLISH ASSEMBLY CENTERS IN AREAS WHICH NORMALLY GENERATE LARGE NUMBERS OF SMALL SHIPMENTS, FROM INDIVIDUAL SOURCES WHICH DO NOT PRODUCE SUFFICIENT AMOUNTS TO JUSTIFY CONTAINERIZATION OF SHIPMENTS FOR A SINGLE DESTINATION. THESE ASSEMBLY CENTERS WOULD PROVIDE A VALUABLE SERVICE TO THE SMALL SHIPPER AND ENCOURAGE USE OF AIR CARGO BY NEW CUSTOMERS. /UMTA/
