PRELIMINARY TRANSPORTATION PLAN-EXPRESSWAYS AND TRANSIT

THIS REPORT PRESENTS, IN SUMMARY FORM, THE PLANNING PROCESS EMPLOYED IN DEVELOPING A PRELIMINARY PLAN OF EXPRESSWAYS AND TRANSIT FACILITIES FOR THE CAPITOL REGION OF CONNECTICUT; GENERALLY, THE FORMAT PARALLELS THE SEQUENCE OF INVESTIGATIONS AND STUDIES UNDERTAKEN THROUGHOUT THE HARTFOED AREA METROPOLITAN TRANSPORTATION STUDY (HAMETS). THE FIRST STEP IN THE PLANNING PROCESS WAS TO INVENTORY THE REGION'S EXISTING LAND-USE AND TRANSPORTATION FACILITIES; THIS INFORMATION, SUPPLEMENTED BY DATA GATHERED ON TRIP GENERATION CHARACTERISTICS, PRODUCED QUANTITATIVE MEASUREMENTS OF CURRENT TRAVEL PATTERNS AND DEMAND. THE GENERAL SCALE OF FUTURE GROWTH WAS PROVIDED BY TRANSLATING THE LAND-USE REQUIREMENTS OF THE REGIONAL PLAN INTO PEOPLE AND JOBS; THESE PROJECTIONS, INTERWOVEN WITH FORECASTS OF CERTAIN TRAVEL VARIABLES, PRODUCED AN ESTIMATE OF FUTURE TRAVEL NEEDS, IN TERMS OF THE TYPE AND AMOUNT OF TRAVEL. GENERAL TRANSPORTATION GOALS AND OBJECTIVES WERE SET WITHIN THE FRAMEWORK OF THE ADOPTED REGIONAL LAND-USE PLAN; GIVEN THESE SPECIFIED OBJECTIVES AND THE PROJECTION OF TRAVEL NEEDS, THREE ALTERNATIVE EXPRESSWAY NETWORKS WERE BROADLY OUTLINED. THESE WERE THEN TESTED FOR THEIR TRAFFIC LEVEL CAPABILITIES AND FOR COMPATIBILITY WITH THE REGION'S TRANSIT POTENTIALS. THE BEST FEATURES OF EACH OF THE THREE ALTERNATE NETWORKS WERE COMBINED TO FORM A TENTATIVE WORKING PLAN WHICH WAS SUBJECTED TO CRITICISM FROM LOCAL PLANNING BROADS, STATE HIGHWAY PLANNERS, AND OTHER PROFESSIONALS. THE FINAL STEP IN THE PROCESS WAS THE PREPARATION OF THE PRELIMINARY TRANSPORTATION PLAN FOR THE CAPITOL REGION. THE RECOMMENDED TRANSPORTATION SYSTEM INCORPORATES A PROPOSED 125 MILES OF NEW EXPRESSWAYS BUILT ON THE REGION'S RING-RADIAL PATTERN OF PROGRAMMED AND EXISTING EXPRESSWAYS. THE TRANSPORTATION SYSTEM WILL FUNCTION AS AN INTEGRATED NETWORK OF EXPRESSWAYS, SUPPLEMENTED BY AN INTEGRATED BUS TRANSIT NETWORK UTILIZING SURFACE STREETS, RAILROAD RIGHTS-OF-WAY (I9E., BUSYWAYS), EXPRESSWAYS, AND PERIPHERAL PARKING LOTS. THE ESTIMATED COST OF THE RECOMMENDED 125-MILE EXPRESSWAY SYSTEM IS $500 MILLION. /UMTA/
