Initial Certificate of Compliance Examinations

The U.S. Coast Guard Activities Europe Initial Certificate of Compliance Examination (ICOC) program works to make sure that U.S. flagged vessels operating in Europe, the Middle East, and Africa are built to standards. The ICOC process begins with a concept review meeting years before delivery of the vessel, in which participants discuss new features and ideas, as well as technical design. Shortly before delivery, the shipyard or company submits fire protection plans for review. ICOC inspectors conduct onboard inspections starting with a marine evacuation test, followed by a review of the ship’s structural fire protection. A third onboard inspection is held over the course of three days for tests and examinations. ICOC processes are thorough in order to ensure the safety of vessels.
