VMS Harmonisation in Europe

Variable Message Signs (VMS) inform road users and manage traffic flow. They are becoming increasingly widespread and are growing in importance. While primarily designed to serve the nationals of each country, VMS need to be understood by road users of all nationalities to be fully effective. Continuity of operation is also needed across state borders.The objective of this task was to monitor developments across Europe and to understand the issues arising from and the obstacles to VMS harmonisation and interoperability. Two chapters in this document (chapters 2 and 3) deal with historical matters. Technical matters are dealt with in chapters 4 to 11. Chapters 12 and 13 are devoted to recommended actions for the national road authorities (NRAs) and studies to be launched.
