SOUTH CENTRAL AND EAST LOS ANGELES TRANSPORTATION-EMPLOYMENT PROJECT - A MASS TRANSPORTATION DEMONSTRATION GRANT

PASSENGER VOLUMES WERE ANALYZED ON THE CITY TERRACE-STATE SERVICE CENTER BUS LINE AFTER THE DISTRIBUTION OF LEAFLETS IN RESIDENCES A QUARTER OF A MILE EACH SIDE OF THE BUS ROUTE. THE LEAFLET, PRINTED IN SPANISH AND ENGLISH, DESCRIBED HEADWAYS, DAYS OF BUS OPERATION AND INCLUDED A MAP SHOWING ITS ROUTE AND CONNECTING POINTS TO OTHER BUS LINES. BEFORE AND AFTER PASSENGER VOLUME STUDIES SHOWED NO SIGNIFICANT EFFECT OF THE LEAFLET ON PASSENGER VOLUME. THE COMMUNITY HOME-TO-WORK BUS SYSTEMS SHOWED A DECREASE IN PASSENGER VOLUMES DURING JANUARY, FEBRUARY AND MARCH. THE DECREASE WAS DUE PRIMARILY TO CONTINUING LAYOFFS RESULTING FROM A LOSS OF CONTRACTS AND A SHORTAGE OF RAW MATERIALS NECESSARY FOR PRODUCTION AT PLANTS SERVED BY THE EAST LOS ANGELES COMMUNITY IMPROVEMENT ASSOCIATION BUS SYSTEM. PASSENGER VOLUME OF THE WATTS LABOR COMMUNITY ACTION COMMITTEE BUS SYSTEM INCREASED VERY SLIGHTLY IN THIS QUARTER. THE APPROVAL WAS RECEIVED OF THE MASS TRANSPORTATION TESTS OF THE MULTI-SERVICE TRANSPORTATION (MUST) SYSTEMS IN SOUTH CENTRAL AND EAST LOS ANGELES. THE SERVICES WILL INCLUDE, IN ADDITION TO THE ALREADY OPERATING HOME-TO-WORK SERVICE, NEW SHOPPING AND SENIOR CITIZENS' SERVICES, UTILIZING ONLY THE EQUIPMENT AND MANPOWER REQUIRED FOR THE HOME-TO-WORK TRANSPORTATION. ADDITIONAL TRANSPORTATION SERVICES SUCH AS TRANSIT FEEDERS TO EXPRESS BUS SERVICE, HEALTH CARE AND MEDICAL CARE TRIPS, AND STATE SERVICE TRIPS MAY BE IMPLEMENTED AS JUSTIFIED BY THE DEMAND.
