A SURVEY TO EVALUATE THE CRITERIA WHICH INFLUENCE THE PURCHASE AND USE OF A MONTHLY TRANSIT PASS AND TO DETERMINE REASONS WHY TRANSIT NON PASS RIDERS DO NOT PURCHASE A PASS

THE RESULTS ARE ANALYZED WHICH WERE SECURED FROM TWO STUDIES CONDUCTED TO ANALYZE THE USE OF AND EFFECT ON RIDING OF THE TWO $12 MONTHLY PASSES WHICH ARE A PART OF THE BI-STATE TRANSIT SYSTEM FARE STRUCTURE FROM ST. LOUIS, MISSOURI TO EAST ST. LOUIS, ILLINOIS. THE FOLLOWING TWO STUDIES WERE MADE: (1) A RETURN POST-CARD SURVEY OF ALL OF THE 9,308 PASS PURCHASES FOR THE MONTH OF JULY 1964, WHICH RESULTED IN RETURNS OF 3,058 CARDS OR 32.9%, AND (2) 2,000 ON-BUS INTERVIEWS COVERING BOTH PASS USERS AND NON-PASS USERS MADE IN OCTOBER, 1964. CONCLUSIONS FROM THE SURVEYS INDICATE THAT THE SALE OF THE $12 MONTHLY PASS HAS INCREASED WITH REASONABLE CONSISTENCY. THE POSTCARD RETURNS INDICATED THAT SOME 12.5% OF THE PASS PURCHASERS WERE NOT REGULAR TRANSIT RIDERS BEFORE THE INAUGURATION OF THE MONTHLY PASS. INCREASED USE IN TRANSIT WAS INDICATED DUE TO THE PASS IN SPITE OF THE APPROXIMATE 4% DECREASE IN SYSTEM ANNUAL REVENUE. THE BREAK-EVEN POINT OF THE PAST VARIES BECAUSES OF THE PECULIARITIES OF THE BI-STATE FARE STRUCTURE. RESULTS SHOW THAT: (1) 95% OF THE PASSES WERE USED BY RIDERS WITH THE PRIMARY TRIP PURPOSE BEING FROM HOME TO WORK, (2) 50% OF THE PEOPLE USING THE MISSOURI PASS HAD TRIP DESTINATIONS IN ST. LOUIS CENTRAL BUSINESS DISTRICT, (3) THESE TRIPS WERE PRIMARILY RUSH HOUR TRIPS, (4) SOME 64% OF THE TRIPS MADE ON THE MONTHLY PASSES INVOLVED A TRANSFER RIDE AGAINST THE SYSTEM TRANSFER RATIO OF APPROXIMATELY 24%, (5) ON COMPUTING AVERAGE MONTHLY RIDERS PER PASS, THE ON-BUS INTERVIEWS SHOWED AN OVER-ALL AVERAGE OF 50.2 RIDES PER MONTH, WHEREAS THE POSTCARD SURVEY SHOWED AN AVERAGE OF 53.6 RIDES PER MONTH, AND (6) THE ON-BUS INTERVIEW SHOWED THAT NON-PASS USERS WERE NOT REGULAR RIDERS OR THAT THE PRICE OF THE PASS WAS TOO HIGH OR TOO MUCH MONEY TO SPEND AT ONE TIME.
