The Ohio Department of Transportation (ODOT) has developed a Snow and Ice Performance Evaluator (SIPE) in order to objectively rate its winter maintenance performance, as reviewed in this article. Because snow and ice control was deemed a critical success factor (CSF) by ODOT leadership, there was a need for its performance to be measured objectively across the difference CSFs for each division. SIPE functions through an entirely data-driven analysis. The program analyzes speed and weather data in order to model winter-weather events, and ODOT's performance is rated based on the impact to the motoring public. SIPE enables ODOT to make informed decisions when allocating resources and making changes to standard operating procedures. The steps that were taken to develop SIPE are presented here.
