PRIIA Section 305 Next Generation Equipment Committee Report

The Passenger Rail Investment and Improvement Act of 2008 (PRIIA), Section 305, requires Amtrak to "...establish a Next Generation Corridor Equipment Pool Committee (NGEC), comprised of representatives of Amtrak, the Federal Railroad Administration (FRA), host freight railroad companies, passenger railroad equipment manufacturers, interested States, and, as appropriate, other passenger railroad operators. The purpose of the Committee shall be to design, develop specifications for, and procure standardized next-generation corridor equipment." This study examines best practices in ownership, maintenance, and management of intercity passenger rail equipment. Based on these best practices, recommendations are offered that can be applied to the Midwest procurement as well as other possible future procurements in other regions. This report discusses and evaluates six topic areas: Equipment management, Equipment maintenance; Equipment deployment; Equipment assignment; Funding, pricing, and cost sharing; and Equipment ownership models and structures. The appendices include a look at equipment management practices in other industries and equipment ownership and management practices in other countries.
