ESTIMATING POTENTIAL EXPRESS BUS ROUTES

AN ESTIMATION WAS CONDUCTED OF WHICH ANALYSIS ZONES WILL OFFER THE BEST OPPORTUNITIES FOR FUTURE EXPRESS BUS SERVICE, OPERATING NONSTOP VIA THE PLAN F-1-A EXPRESSWAYS BETWEEN THE GOLDEN TRIANGLE AND POINTS WITHIN THE STUDY AREA. THE FOLLOWING STANDARDS WERE USED TO WARRANT EXPRESS BUS SERVICE ' A ZONE MUST /1/ HAVE A SUFFICIENT NUMBER OF TRANSIT RIDERS TO JUSTIFY AT LEAST FOUR RUNS /TWO BUSES EACH MAKING TWO ROUND TRIPS/ TO DOWNTOWN PITTSBURGH IN THE MORNING PEAK HOURS WITH THE SAME NUMBER OF RUNS OUTBOUND DURING THE AFTERNOON PEAK HOURS, /2/ BE LOCATED AT SUCH DISTANCE FROM THE GOLDEN TRIANGLE, AND HAVE SUCH GOOD ACCESSIBILITY TO AN EXPRESSWAY INTERCHANGE, THAT TRAVEL TIME SAVED BY USING AN EXPRESSWAY OVER AND ABOVE USING SURFACE STREETS WILL BE SIGNIFICANT, AND /3/ THAT THE EXPRESS BUS BE ABLE TO OPERATE IN A COMPARATIVELY SMALL LOOP AT THE LOCAL END. IT WOULD APPEAR FROM STUDY RESULTS THAT EXPRESS BUS SERVICE MUST NORMALLY BE SCHEDULED ON AN EXPERIMENTAL BASIS. IF IT PROVES TO BE SELF-SUPPORTING, IT CAN BE RETAINED PERMANENTLY. IF NOT, IT CAN BE DROPPED.
