A TRANSPORTATION AND LAND DEVELOPMENT PLAN FOR THE INDIANAPOLIS REGION: A SUMMARY REPORT

THE INDIANAPOLIS REGIONAL TRANSPORTATION AND DEVELOPMENT (IRTADS) HAS DEVELOPED BOTH SHORT AND LONG-RANGE PLANS FOR THOROUGHFARES (WHICH INCLUDES IMPROVEMENT AND NEW CONSTRUCTION IN THE AREAS OF FREEWAYS, EXPRESSWAYS AND ARTERIALS, AND PARKING) AND PUBLIC TRANSIT (WHICH ENTAILS IMPROVEMENTS IN EXISTING SYSTEMS AND THE DEVELOPMENT OF NEW SYSTEMS, AND AN EVALUATION OF TRANSIT SYSTEM COSTS). IN THE SECOND CHAPTER, THE DYNAMIC PROCESS OF URBAN GROWTH THAT IS SHAPING TRANSPORTATION DEMAND IN THE INDIANAPOLIS AREA IS DESCRIBED; THE CHAPTER PRESENTS A PROFILE OF RECENT AND FUTURE LEVELS OF ECONOMIC ACTIVITY, EMPLOYMENT, AND POPULATION, AND IDENTIFIES THE MAGNITUDE AND NATURE OF URBAN GROWTH WHICH THE TRANSPORTATION PLAN MUST SERVE. CHAPTER 3 TRANSLATES THE GROWTH FORECASTS INTO LAND-USE PATTERNS THAT CAN BE ORGANIZED AS PARTS OF AN OVERALL DEVELOPMENT PLAN FOR THE AREA STUDY. CHAPTER 4 BRIDGES THE GAP BETWEEN LAND-USE AND TRANSPORTATION BY QUANTIFYING THE INHERENT RELATIONSHIPS THAT EXIST BETWEEN LAND-USE AND TRIP GENERATION; CURRENT LAND-USE AND TRIP GENERATION RELATIONSHIPS ARE DESCRIBED, AS WELL AS THEIR APPLICATION TO FORECASTS OF URBAN GROWTH TO PRODUCE ESTIMATES OF FUTURE TRAVEL. IN CHAPTER 5, A THOROUGHFARE PLAN (FOR A TARGET YEAR OF 1985) IS DESCRIBED. THE DEVELOPMENT OF A 1985 PLAN FOR PUBLIC TRANSIT FACILITIES, A SYSTEM CONCEPT FOR FUTURE PUBLIC TRANSIT IN THE IRTADS AREA, AND THE PROBABLE LEVEL OF DEMAND FOR SUCH A SYSTEM ARE DESCRIBED IN CHAPTER 6; GENERAL ESTIMATES OF DEVELOPMENT AND OPERATING COSTS ARE ALSO PROVIDED. PLAN IMPLEMENTATION AND THE ESTABLISHMENT OF PRIORITIES FOR THOROUGHFARE IMPROVEMENTS AND INCREMENTAL FINANCIAL NEEDS FOR TRANSPORTATION ARE THE SUBJECTS OF CHAPTER 7; THE CHAPTER ALSO INCLUDES A SUMMARY OF SOURCES AND QUANTITIES OF REVENUES PRESENTLY AVAILABLE FOR TRANSPORTATION IMPROVEMENTS, AND PROJECTS THESE REVENUE SOURCES INTO THE FUTURE. /UMTA/
