Improved Stakeholders Cooperation for Efficient Response

In this paper stakeholders cooperation is defined as the cooperation between the public transport operators (PTOs) and the Official security / safety services that intervene in case of a security/safety incident – police, fire department, medics, etc; the so-called law enforcement and first responders (LEFR). Both PTO and LEFR representatives have the legal duty to cooperate in case of a security/safety incident that affects the public transport. Significant progress has been achieved in the last years due to the willingness of the European Union (EU) and national institutions to create a more harmonized approach regarding general security procedures in land transport. The latest major development has been achieved within the SECUR-ED project, which proposes a new and comprehensive approach for PTO-LEFR cooperation in the context of public transport security. New procedures, guidelines and even a computer-based support tool have been created by the project partners with the purpose of enhancing PTO security throughout the EU.
