A Methodology to Develop Commonly Agreed Research Priorities – An Outcome of the PROS Project

PROS is a two year coordination and support action which aims at identifying priorities for road safety research in Europe over the next decade. As such it is to overcome the current fragmentation in relevant stakeholder groups and follow an integrated approach covering human, vehicle and infrastructure aspects, all road transport modes and all phases from preventive to post-crash safety. While the focus of European road transport research funding has moved away from safety topics as a result of the political focus on the greening and electrification of road transport, PROS shall identify those safety research topics which public money will be invested in most efficiently. Based on maximum stakeholder involvement, PROS is supposed to have a substantial impact in increasing the return on investment in road safety research by providing commonly-agreed priorities to focus on. The focus of this paper is on the methodology applied, which is expected to be applicable also to other areas of transport research.
