LAND USE PREDICTION IN TRANSPORTATION PLANNING

PERHAPS ONE OF THE MOST NEGLECTED ASPECTS OF TRANSPORTATION PLANNING IS PREDICTION OF FUTURE LAND USE. THIS HAS COME ABOUT FOR A VARIETY OF REASONS, BUT PRINCIPALLY BECAUSE OF THE GREAT SUBJECTIVITY THAT IS ASSOCIATED WITH LAND USE DECISIONS. THIS HAS MADE QUANTIFICATION OF IMPORTANT VARIABLES DIFFICULT. THIS BULLETIN ATTEMPTS TO ILLUSTRATE THE PROBLEMS INHERENT IN LAND USE FORECASTS FOR TRANSPORTATION PLANNING PURPOSES. IT PROVIDES A BRIEF REVIEW OF SOME EXISTING TECHNIQUES AND COMMENTS BRIEFLY ON THESE. A MODEL IS PUT FORWARD WHICH IS BASICALLY A REFINEMENT AND AN ADVANCE ON CONCEPTS EMBODIED IN THE INTERVENING OPPORTUNITIES MODEL. IT IS MAINTAINED THAT THE CONCEPTUAL MODEL AND THE METHODOLOGY THAT ARE DESCRIBED RENDER THE MODEL SUITABLE FOR INCORPORATION INTO TRANSPORTATION PLANNING. /AUTHOR/
