Nonconformance Penalties for Heavy-Duty Diesel Engines Subject to the 2010 NOx Emission Standard: Response to Comments

On January 31, 2012 the Environmental Protection Agency (EPA) proposed to establish nonconformance penalties (NCPs) for heavy-duty diesel engines. On that same day, an Interim Final Rule was promulgated to establish interim NCPs for heavy heavy-duty diesel engines. A public hearing was held on March 5, 2012, at which oral comments on the Notice of Proposed Rulemaking (NPRM) were received and recorded. Additionally, a written comment period remained open until April 4, 2012. A complete list of organizations, their abbreviations, and individuals that provided comments on the NPRM is contained in this document. This Response to Comments contains a summary of all comments received on the NPRM as well as responses to these comments. The comments and responses are organized by topic to help the reader find comments and responses of interest.
