REPORT ON THE ACTIVITIES ALLOCATION MODEL

A SIMULATION MODEL WHICH RENDERS FORECASTS OF ACTIVITIES AND LAND USES SENSITIVE TO TRANSPORTATION PLANS, LAND USE POLICIES, METROPOLITAN PARK LAND, URBAN RENEWAL, AND NUCLEATED OFFICE CENTERS WAS DEVELOPED. THE ACTIVITIES ALLOCATION MODEL CONSISTS OF SEVEN MAJOR SUBMODELS, EACH OF WHICH DETERMINES EITHER THE LOCATION OF A GIVEN TYPE OF ACTIVITY - INCLUDING RESIDENTIAL ACTIVITY - OR THE AMOUNT OF LAND THAT THIS ACTIVITY USES. IT EXPLAINS LOCATIONAL OR LAND USE BEHAVIOR IN AN AGGREGATED MANNER ACCURATELY ENOUGH TO PROJECT FROM THEM THE LOCATIONAL TENDENCIES OF FUTURE ACTIVITIES. THESE DESCRIPTIONS, THOUGH MATHEMATICAL MODELS, HAVE A FORM SIMILAR TO THAT OF A MULTIPLE REGRESSION. THE LOCATION OF AN ACTIVITY IS DEFINED AS A FUNCTION OF A NUMBER OF VARIABLES WHICH SPECIFY THE CHARACTERISTICS OF EACH SUB- AREA. THE GROWTH OF THE NINE-COUNTY REGION IS PREDICTED IN A SERIES OF 5 YEAR PROGRESSIONS. A MAJOR STRENGTH OF THE MODEL IS ITS FLEXIBILITY IN TESTING THE EFFECTS OF ALTERNATIVE POLICIES WHICH COULD NOT CURRENTLY BE IMPLEMEMTED.
