Quantitative Research of Evaluation Index System for TOD and Application in the Tianjin Eco-City

In the case of the accelerating pace of urbanization in China, introduction of the transit oriented development (TOD) mode can help solve traffic congestion, environmental pollution and other problems encountered in the process of urban development. The TOD project is a large investment with high risks. Therefore, there is a need for a rounded evaluation system to assess the construction results of the project. Based on the domestic and foreign research achievement, this paper conducts a preliminary study of TOD evaluation index system which is fit for Chinese cities. Firstly, this paper summarizes the theoretical basis of the TOD mode and analyzes the benefits of TOD projects for cities in China. Based on the summarization and analysis, the paper presents an evaluation indicator system for Chinese cities by referencing the existing domestic and foreign research results. Secondly, this paper builds the evaluation model based on the Analytic Hierarchy Process (AHP) and gets the judgment matrix by Expert Investigation. It then uses the AHP software to calculate the indicator weight vector. Finally, this article takes the Sino-Singapore Tianjin Eco-City as an example to conduct empirical research and come to the comprehensive evaluation index. Based on the evaluation results, this paper presents the relevant comments and suggestions.
