Transportation Issues in Mass Evacuation: From Strategy Definition to Implementation
Evacuation studies on two cities have allowed CETE Lyon (i) to define a methodology to address the issue, (ii) to identify data requirements for the successful completion of the study, (iii) to identify crisis scenarios leading to evacuation in collaboration with the authorities, (iv) to have initial hindsight of result interpretation which relies on assumptions that cannot necessarily be verified on the day of the crisis. In addition, having tested three different methods for evaluating evacuation strategies provides an insight into the benefits/disadvantages of each method. To conclude, recommendations on the appropriate use of traffic models for population evacuation are provided, based on the studies conducted in the two cities. The specific traffic management issues that need to be tackled for a “successful” evacuation will be addressed, providing answers for both traffic operators and decision makers.
