EMPLOYMENT AND TRANSPORTATION - SOLUTIONS TO PROBLEMS OF CONCERN TO WEST OAKLAND RESIDENTS

AFTER PHASE I OF THE STUDY SHOWED THAT TRANSPORTATION IS A FACTOR IN WEST OAKLAND'S EMPLOYMENT PROBLEM, THE LOCAL CITIZENS COMMITTEE MET WITH THE TRANSPORTATION DIVISION OF OAKLAND'S CITY PLANNING DEPARTMENT TO CHOOSE AREAS FOR CLOSER STUDY AND TO DETERMINE PROSPECTIVE SERVICE IMPROVEMENTS. THIS ANALYSIS, AND ITS RESULTS, CONSTITUTE PHASE II OF THE STUDY. THE AREAS CONSIDERED WERE OF TWO TYPES: EMPLOYMENT TARGET AREAS AND GEOGRAPHIC AREAS. MAJOR PROBLEM AREAS ARE IDENTIFIED AND RANKED, CRITERIA FOR SOLUTIONS ARE DERIVED, AND SPECIFIC RECOMMENDATIONS ARE MADE CONCERNING TRANSPORTATIONS CRITERIA FOR WEST OAKLAND RESIDENTS, MEASURING THESE CRITERIA AGAINST THE EXISTING SYSTEM TO DETECT SHORTCOMINGS, DEFINING THE ADVANTAGES AND DISADVANTAGES OF VARIOUS SPECIFIC SOLUTIONS, NARROWING THE RANGE OF POTENTIAL SOLUTIONS, AND MAKING A PRELIMINARY SYSTEM DEFINTION FOR A COMMUNITY-BASED, NONPROFIT TRANSPORTATION CONGLOMERATE. THE STUDY CONCLUSIONS ARE LISTED, AND TWO SETS OF RECOMMENDATIONS ARE GIVEN, ONE FOR THE CITY COUNCIL AND ANOTHER FOR THE WEST OAKLAND PLANNING COMMITTEE.
