DECENTRALIZATION. A MATHEMATICAL EXPLANATION

THIS RESEARCH ASSUMES A CITY IN WHICH THE HOMES AND WORK PLACES HAVE INDEPENDENT BIVARIATE NORMAL DISTRIBUTIONS. A MEASURE OF THE OVERALL CONGESTION IN THIS MODEL CITY IS DEVELOPED AND COMBINED WITH THE OVERALL AVERAGE DISTANCE TRAVELLED TO OBTAIN AN ESTIMATE OF THE OVERALL TRAVEL TIME. USING THIS TRAVEL TIME FUNCTION, IT IS SHOWN THAT BUSINESS IS INDUCED TO DECENTRALIZE UNDER PRESENT TRANSPORT ARRANGEMENTS. AS A BY-PRODUCT AN EXPRESSION IS DERIVED FOR THE TRAFFIC FLOW AT A PARTICULAR POINT IN THE CITY. /RRL/
