THE MAN WHO PUT NEW YORK CITY BACK ON BIKES

HAVING MADE /UNOFFICIALLY/ SUNDAY BIKE DAY IN NEW YORK CITY, BY BANNING AUTOMOBILES FROM FIVE MAJOR CITY PARKS DURING THE DAY, CITY PARK COMMISSIONER HOVING HAS OPENED A NEW FORM OF RECREATION TO MANY NEW YORKERS. BICYCLES CAN BE RENTED AT VARIOUS POINTS IN THE PARKS AND RETURNED TO OTHER POINTS. THE PARKS ARE GETTING MORE USE, THE PEOPLE HAVE FUN, AND THE BICYCLES USE ENERGY WHICH MIGHT OTHERWISE SPILL OUT DESTRUCTIVELY. BICYCLE THINGS ARE USED TO ADVERTISE AND DRAMATIZE THE POSSIBILITIES. ONE SUCH THING WAS A COSTUMED HALLOWEEN PARADE ON BICYCLES. /AUTHOR/
