UK's smart solution for congestion conundrum

As traffic levels rise, there is a great deal of pressure for authorities in the United Kingdom to increase highway capacity. Congestion is often high, and the construction of new roads is often not an option. At present, a common solution for increasing highway capacity quickly at a low cost is to allow hard shoulder running during peak hours. The UK Highways Agency calls this solution "smart motorways," and the installation of variable message signs and emergency refuge areas has helped to make this system effective. This is less costly than expanding or building new roads. Smart motorways have been shown to be safe and successful at reducing congestion.
