MISSIONS AND CHARTERS FOR THE TECHNICAL ASSISTANCE CONTRACTORS TO URBAN MASS TRANSPORTATION ASSOCIATION

THIS PAPER ANALYZES THE ROLES OF A SELECTED TIER OF TECHNICAL ASSISTANCE CONTRACTORS RETAINED BY THE URBAN MASS TRANSPORTATION ADMINISTRATION. THE AUTHOR DISCUSSES THE NATURE AND RATIONALE OF THE ADMINISTRATIVE RELATIONSHIPS, THE RELATIONSHIPS TO THE OTHER CONTRACTORS AND GRANTEES, AND SOME PROBLEMS OF ASSURING AN ORDERLY DEVELOPMENT AND EVALUATION OF NEW TECHNOLOGIES. THE AUTHOR ALSO SUGGESTS AN APPROACH TO DEFINING TECHNICAL CAPABILITY PROFILES TO AID IN GUIDING AND CHANNELING STAFF DEVELOPMENT AMONG THE TECHNICAL ASSISTANCE CONTRACTORS. IN ADDITION, THE AUTHOR DEFINES A CLASS OF TECHNICAL ASSISTANCE CONTRACTOR WHICH CANNOT BE PLACED UNDER A CONTINUOUS RETAINER, BUT FOR WHICH A REGISTER MUST BE ESTABLISHED. /UMTA/
