A STUDY AND DESIGN TO IMPROVE PUBLIC TRANSPORTATION IN MUSKEGON COUNTY, MICHIGAN

THE AMERICAN ACADEMY OF TRANSPORTATION STUDY TEAM GATHERED EXTENSIVE DATA IN ORDER TO ADEQUATELY RESEARCH THE MASS TRANSIT NEEDS OF MUSKEGON COUNTY. MAJOR INDUSTRIAL PLANTS, SCHOOL SYSTEMS, AND THE COMMUNITY COLLEGE WERE CONTACTED; IT WAS GENERALLY CONCLUDED THAT THE EXISTING MUSKEGON TRANSPORTATION AUTHORITY (MTA) COULD BE UTILIZED MORE EXTENSIVELY TO SATISFY THE COMMUNITY'S TRANSPORTATION REQUIREMENTS. LOW INCOME GROUPS WERE OF MAJOR CONCERN AS THEY RELATE TO THE PROBLEMS OF PUBLIC TRANSPORTATION; PUBLIC TRANSPORTATION IS ESSENTIAL IN ENABLING THEM TO SEEK MEDICAL AID AND EMPLOYMENT. NUMEROUS FEMALE RESIDENTS, EMPLOYED AS DOMESTICS IN NORTH MUSKEGON, HAD TO PAY TWO BUS FARES FOR ONE-WAY TRIPS TO THEIR JOBS. THE PRESENT FARE STRUCTURE IS IN LINE WITH OTHER CITIES HAVING SIMILAR BUS SYSTEMS. THE ONLY CHANGE RECOMMENDED AT THIS TIME IS IN THE AREA OF TRANSFER CHARGES. A TRANSFER SYSTEM IS RECOMMENDED TO BE MUTUALLY BENEFICIAL TO THE BUS SYSTEM INVOLVED, TO THE INDUSTRIAL WORKERS IN THE SERVICE AREA OF THE PRIVATE COMPANIES, AND TO THE DOMESTIC WORKERS OF THE AREA. LOW COST OR NO COST RECOMMENDATIONS ARE MADE TO IMPROVE EXISTING (OR INITIATE NEW) BUS TRANSPORTATION SERVICE. THE AUTHOR ANTICIPATES THAT THESE IMPROVEMENT RECOMMENDATIONS WILL INCREASE, TO SOME EXTENT, THE NUMBER OF PASSENGERS UTILIZING BUS TRANSPORTATION AS WELL AS IMPROVE THE FINANCIAL POSITION OF THE MTA. HOWEVER, IN THE OPINION OF THE ACADEMY STUDY TEAM, A NUMBER OF LONG-TERM CHANGES AND IMPROVEMENT IN BUS SERVICE, EQUIPMENT, AND MANAGEMENT STRUCTURE ARE REQUIRED TO PROVIDE MORE REALISTIC ANSWERS TO THE PUBLIC TRANSPORTATION PROBLEMS OF MUSKEGON COUNTY. /UMTA/
