SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT FINAL REPORT- APPENDIX C: SOURCES OF FUNDS FOR FINANCING RAPID TRANSIT, AND APPENDIX D: EXAMINATION OF ALTERNATE MODES OF RAPID TRANSIT FOR THE LOS ANGELES METROPOLITAN AREA

THE REPORT CONTAINS TWO SEPARATE APPENDICES TO A FINAL REPORT ON LONG-RANGE MASS TRANSPORTATION FOR THE SOUTHERN CALIFORNIA RAPID TRANSIT DISTRICT. APPENDIX C EXAMINES FINANCING ALTERNATIVES FOR MASS TRANSIT WITH SPECIFIC FOCUS UPON (1) GENERAL PROPERTY TAXATION; (2) GASOLINE SALES TAXATION; AND (3) THE MOTOR VEHICLE IN LIEU TAX. THE APPENDIX IS INTENDED TO PROVIDE BASIC DATA REGARDING REVENUE MEANS WHICH ARE ALTERNATIVES TO A 1/2 OF 1% GENERAL SALES TAX RECOMMENDED BY THE SCRTD IN ITS FINAL REPORT. EACH TAXATION ALTERNATIVE IS ANALYZED ACCORDING TO THE PROJECTED BOND SERVICE REQUIREMENTS NECESSARY FOR CONSTRUCTION OF EITHER OF TWO PROPOSED TRANSIT SYSTEMS. APPENDIX D SUMMARIZES AND EVALUATES ALTERNATE MODES OF RAPID TRANSIT FOR POSSIBLE USE IN THE PROPOSED SYSTEM. THREE GENERIC TRANSIT MODES ARE DISCUSSED AT LENGTH, INCLUDING SPECIFICATIONS OF SEVERAL SPECIFIC APPLICATIONS IN EACH CATEGORY. THESE INCLUDE: (1) RAIL RAPID TRANSIT: (2) MONORAIL SYSTEMS; AND (3) RUBBER-TIRED APPLICATIONS. SEVEN SPECIFIC EVALUATION CRITERIA ARE IDENTIFIED, INCLUDING PASSENGER CAPACITY, RUNNING SPEED, CONVENIENCE AND DEPENDABILITY, PROVEN PERFORMANCE, RIDING COMFORT, ENVIRONMENTAL IMPACT, AND COST. THE APPENDIX ALSO ANALYZES SEVERAL BUS RAPID TRANSIT CONCEPTS, INCLUDING: RAPID BUSWAYS, SKIP-STOP OPERATIONS, LOCAL PICKUP TO DOWNTOWN TERMINAL, LOCAL PICKUP TO LOCAL DELIVERY, AND LOCAL PICKUP WITH STATION STOPS. ALTERNATIVE BUS OPERATIONS ARE COMPARED WITH RAIL RAPID TRANSIT IN TERMS OF COST, BROKEN DOWN AMONG SEVERAL COST COMPONENTS. /UMTA/
