CITY OF ANN ARBOR TECHNICAL TRANSIT STUDY: INTERIM REPORT TO THE TRANSPORTATION AUTHORITY

THE OBJECTIVE OF THE REPORT IS TO OUTLINE EXISTING CONDITIONS AND TO SYNTHESIZE RECOMMENDATIONS FOR REDUCING THE CITY'S PRESENTLY HIGH ($16,000/MONTH) SUBSIDY TO THE PRIVATE BUS COMPANY. SEVERAL BASIC OBSERVATIONS CONCERNING TRANSIT RIDERSHIP ARE ADVANCED AT THE OUTSET. MORE THAN 68% OF THE CURRENT PASSENGER VOLUME WAS FOUND TO BE "CAPTIVE" IN THAT OTHER MODES OF TRANSPORTATION WERE NOT ACCESSIBLE TO THEM. MEMBERS OF THIS GROUP TENDED TO OCCUPY EXTREME CATEGORIES ON THE AGE CONTINUUM (1.E. THE YOUNG AND THE ELDERLY). IN ADDITION, A DEFINITE CORRELATION WAS FOUND BETWEEN INCOME AND TRANSIT RIDERSHIP. AN ORIGIN-DESTINATION SURVEY ALSO REVEALED THAT TRIPS WITHIN THE AREA WERE WIDELY DISPERSED AND POORLY SERVED BY THE EXISTING ROUTE NETWORK. SOME DUPLICATION OF BUS SERVICE BECAUSE OF OVERLAPPING TRANSIT AND SCHOOL BUS ROUTES WAS INDICATED. THE AUTHORS CONCLUDED THAT A MERGER OF THESE CITY SERVICE AND SCHOOL BUS OPERATIONS ALONG WITH AN OVERALL UPDATING OF TRANSIT HARDWARE WOULD REDUCE MONTHLY OPERATING COSTS BY ALMOST $9,000. THREE GENERAL RECOMMENDATIONS ARE ADVANCED TO HELP REDUCE THE SYSTEM'S CURRENTLY PROHIBITIVE SUBSIDY REQUIREMENTS. THESE INCLUDE: (1) PURCHASE OF NEW BUS EQUIPMENT TO CUT MAINTENANCE COSTS; (2) REDRAWING OF ROUTES TO MAXIMIZE DEMAND RESPONSIVENESS; AND (3) IMPROVED MANAGEMENT TECHNIQUES. A BASIC PREMISE OF THE REPORT IS THAT TRANSPORTATION MUST CONTINUE TO BE PROVIDED AS A PUBLIC SERVICE FOR THE LARGE NUMBER OF PASSENGERS FOR WHOM ALTERNATIVE MODES ARE UNAVAILABLE. TEXTUAL MATERIALS IS SUPPLEMENTED WITH COMPLETE STATISTICAL DOCUMENTATION, WITH PARTICULAR EMPHASIS ON COST FACTORS ASSOCIATED WITH MAINTENANCE AND OPERATIONS. /UMTA/
