SYMPOSIUM APPROACH TO DEFINITION OF PROBLEMS AND TO IMPROVEMENTS OF URBAN DESIGN AND URBAN TRANSPORTATION

STUDIES HAVE REVEALED THAT URBAN TRANSPORTATION, INCLUDING THE INTERACTION BETWEEN TRANSPORTATION AND URBAN DEVELOPMENT, IS ONE OF THE MOST URGENT PROBLEMS FACING OUR SOCIETY. INVESTIGATIONS HAVE ALSO INDICATED THAT URBAN TRANSPORTATION SHOULD BE GIVEN THE HIGHEST ACTION PRIORITY BY THE DEPARTMENT OF TRANSPORTATION (DOT). IT IS ALSO SUGGESTED THAT DOT SHOULD FOCUS ON TRANSPORTATION NOT SIMPLY AS A MEANS TO MOVE PEOPLE AND GOODS BUT AS A MEANS TO CREATE A BETTER URBAN SOCIETY. THE NATURE AND SCOPE OF URBAN TRANSPORTATION IS DEFINED AND THE COST OF URBAN TRANSPORTATION IS DISCUSSED. THE INEFFICIENCY AND INADEQUACY OF PUBLIC TRANSIT, THE DAMAGING SIDE EFFECTS OF AUTOMOBILE TRANSPORTATION, THE NEED FOR IMPROVEMENTS IN INSTITUTIONAL AND SOCIAL ARRANGEMENTS, AND THE NEED FOR A BROADENED RESEARCH PROGRAM IN ALL RELEVANT DISCIPLINES, IS OUTLINED. CHANGES IN URBAN TRANSPORTATION SHOULD PROVIDE ECONOMIC ACTIVITY, HOUSING AND PUBLIC SERVICES, ACCESS TO RECREATIONAL AND EDUCATIONAL OPPORTUNITIES AND ENHANCE THE URBAN ENVIRONMENT. RECOMMENDED ACTIONS ARE LISTED. ACTION PROGRAMS MUST CONSIDER THE NEED FOR KNOWLEDGE AND FOLLOW A SOUND EXPERIMENTAL APPROACH. SUCH PROJECTS ALSO CALL FOR GREATER SUPPORTING SOCIAL SCIENCE THINKING AND ANALYSIS, AND ALSO FOR STRONGER PROFESSIONAL CAPABILITY TO SUPPORT RESEARCH, DEVELOPMENT, AND DEMONSTRATION ACTIVITY. DOT COULD ALSO ENCOURAGE STATE AND LOCAL JURISDICTIONS TO ACCOMPLISH PROGRAM DESIGN.
