NEW TECHNIQUES SUGGEST THAT PUBLIC TRANSPORTATION CAN BE PROVIDED IN RURAL AREAS AT REASOBLE COST IF NEEDS AND OBJECTIVES ARE THOROUGHLY ANALYZED AND CORRELATED. THIS ARTICLE DISCUSSES THE MAGNITUDE OF THE PROBLEM IN RURAL APPALACHIA AND THE FACTORS WHICH AFFECT TRANSPORTATION SYSTEMS.
