A PROPOSED PROGRAM OF HIGHWAY RESEARCH: INTRODUCTION

A BRIEF REVIEW OF THE HISTORY OF THE HIGHWAY RESEARCH BOARD IS PRESENTED. SOME OF THE UNDERLYING CONCEPTIONS OF THE PURPOSE OF THE BOARD ARE TO: (1) PROVIDE A PARTICULAR AND EXCLUSIVE OPPORTUNITY FOR THE RESEARCH WORKER TO EXPRESS HIS IDEAS AND IDEALS TO THE PUBLIC AND TO HIS FELLOW WORKERS, (2) DEVELOP THE GENERAL CONCEPTION AND PROMOTE THE ACCEPTANCE OF THE DIGNITY AND IMPORTANCE OF RESEARCH IN THE HIGHWAY AND RELATED FIELDS, (3) LEND ENCOURAGEMENT AND SUSTAIN ENTHUSIASM IN THE NECESSARILY LONG CONTINUED EFFORTS OF THE INDIVIDUAL, (4) PROMOTE FRIENDLINESS AND A MORE GENEROUS APPRECIATION OF RESULTS SECURED THROUGH EFFICIENT AND CONCENTRATED ATTENTION TO THE DEVELOPMENT OF NEW KNOWLEDGE, AND (5) BRING ABOUT THROUGH MUTUAL CONFIDENCE AND UNSELFISH DESIRES TO SERVE THE PUBLIC INTEREST, A POOLING OF RESOURCES, OF DATA AND NEW KNOWLEDGE, AND THE ORGANIZATION AND CORRELATION OF EFFORTS TO MAKE HIGHWAY RESEARCH MORE EFFECTIVE, EFFICIENT AND CONCLUSIVE. A FEW PROBLEMS IN THE FIELD OF HIGHWAY RESEARCH ARE DISCUSSED. THE SPEAKER FEELS THAT THE MOST IMPORTANT ONES NOW ARE THE FOLLOWING: (1) SOILS AND THEIR CHARACTERISTICS, PARTICULARLY AS SUBGRADES, (2) LOW COST ROADS OF ADEQUATE SERVICE CHARACTER, (3) HIGHWAY TRANSPORT UTILIZATION AND ATTENDANT PROBLEMS, (4) THE PLANNING OF HIGHWAY SYSTEMS, (5) THE FINANCING OF HIGHWAYS, AND (6) THE EFFECTS OF HEAVY VEHICLES, AND RELATIVE TAXATION OR OTHER CHARGES FOR HIGHWAY PURPOSES.
