STRATEGIES FOR THE EVALUATION OF ALTERNATIVE TRANSPORTATION PLANS

RESEARCH WAS CONDUCTED TO DEVELOP A SYSTEM THAT WOULD IDENTIFY AND EVALUATE THE BROAD ARRAY OF FACTORS REFLECTING THE USER'S AND THE COMMUNITY'S SCALE OF VALUES THAT SHOULD BE CONSIDERED IN MAKING AN INTELLIGENT CHOICE AMONG ALTERNATIVE TRANSPORTATION PLANS. THESE FACTORS INCLUDE PHYSICAL, AESTHETIC, SOCIAL, ECONOMIC, FISCAL, AND PHYSICAL CONSIDERATIONS. AN EXTENSIVE LITERATURE REVIEW WAS MADE AND CONCEPTS ARE PRESENTED OF SYSTEMS ANALYSIS AS THEY MAY BE APPLIED TO THE TRANSPORTATION PLANNING PROCESS. THE PROCESSES ARE EXAMINED AND ANALYZED WHICH ARE USED TO MAKE DECISIONS ABOUT ALTERNATIVE TRANSPORTATION PLANS. THE REGIONAL SETTLEMENT MODEL IS PRESENTED WHICH WAS DEVELOPED AS A GENERAL MODEL OF THE HUMAN OCCUPANCE OF ANY AREA. THE REGIONAL SETTLEMENT MODEL PROVIDES CONTEXT WITHIN WHICH THE TRANSPORTATION SYSTEM MODEL IS EMBEDDED. THESE MODELS PROVIDE THE FRAMEWORK FOR THE INVESTIGATION. THE IMPORTANT DEFECTS THAT THE TRANSPORTATION SYSTEM MAY HAVE ON MANY ASPECTS OF HUMAN ACTIVITY SUGGEST THAT THERE ARE STRONG INTERRELATIONSHIPS BETWEEN TRANSPORTATION CHOICES AND ALMOST ALL ELEMENTS OF PUBLIC POLICY. IT IS IMPORTANT FOR OTHER TRANSPORTATION ANALYSTS TO BECOME MORE RESPONSIVE TO THE PROBLEMS AND TASK OF OVER-ALL, REGIONAL POLICY EVALUATION. EFFORTS OF PREDICTIVE MODEL DEVELOPMENT MUST CONSIDER A SET OF REGIONAL VARIABLES, BOTH CONTROLLABLE AND EXOGENOUS, WHICH IS SUFFICIENTLY BROAD TO REFLECT THE SPECTRUM OF CONSEQUENCES RESULTING FROM TRANSPORTATION INVESTMENTS AND THE INTERACTIVE EFFECTS BETWEEN THE MAJOR PROGRAM AREAS. IMPROVEMENTS ARE SUGGESTED FOR PREDICTIVE MODELS.
