NOW IS THE TIME TO CHOOSE

ALTHOUGH THE TRANSIT BOOM GETS BIGGER WITH EVERY PASSING YEAR, THE ACTION IS ON A WORLD-WIDE SCALE WITH THE BULK OF THE ACTION CONCENTRATED IN EUROPE. IN THE UNITED STATES PLANS FOR NEW TRANSIT SYSTEMS CONTINUE TO BE IN THE DISCUSSION STAGE YEAR AFTER YEAR. EXAMPLES GIVEN ARE ATLANTA, LOS ANGELES, AND WASHINGTON, D. C., ALL OF WHICH HAD BLUE PRINTS IN THE EARLY 60'S, OR BEFORE. THE WAY THE FEDERAL TRANSIT ACT IS WRITTEN, NO STATE IS ELIGIBLE FOR MORE THAN TWELVE AND ONE-HALF PERCENT OF THE TOTAL ALLOCATION. THIS PUTS THE NEEDS OF DENSELY POPULATED STATES LIKE NEW YORK, MASSACHUSETTS, PENNSYLVANIA, AND CALIFORNIA ON A PAR WITH STATES LIKE MONTANA AND NEVADA. SOME ACTIVITY IS UNDER WAY, BUT BASICALLY THE UNITED STATES IS STILL TALKING. ACTION PROGRAMS FOR TRANSIT HAVE FOUND SUCCESS IN EUROPE BECAUSE: (1) THE PHILOSOPHY OF MOVING PEOPLE, NOT FINDING SPACE FOR AUTOMOBILES, PREVAILS, (2) TRANSIT PLANNING WORKS HAND IN HAND WITH OVERALL PLANNING, NOT IN A SEPARATE COMPARTMENT, AND (3) OVER-ALL PLANNERS HAVE FAR GREATER DECISION-MAKING POWERS THAN THEIR COUNTERPARTS IN THE USA. STUDIES OF TRANSPORTATION PLANNING PRACTICES IN ENGLAND SHOW THAT THE PLANNING FUNCTION INCLUDES ZONING, WHICH WOULD HELP MAKE PLANNING JUDGMENTS STICK IF EMPLOYED IN THE UNITED STATES.
